No one except in case of breach of fundamental rights can directly approach high court and Supreme court without approaching the District and Session court. In High courts and supreme court both the civil and criminal cases   are heard. The structure of Lower judiciary in Indian judicial system hierarchy is divided into two parts one is District court which deals with civil cases and the other is Session court which deals with criminal cases.
